Converting PDF to Word: what survives and what does not
Some PDFs convert perfectly and some come out as garbage. The difference is whether the text is real text or a picture of text.
PDF to Word conversion has a reputation for producing a mess, and the reason is structural. PDF describes where marks sit on a page. Word describes a flow of paragraphs. Converting between them means guessing which marks form a paragraph, which form a table, and which are a header. Good converters guess well. Nothing guesses perfectly.
The bigger split is whether your PDF contains real text or scanned images. A PDF exported from Word converts back very cleanly. A scan of a printed page contains no text at all, only pixels, so it needs OCR before there is anything to convert. Both paths are in the ToolHub document section.

How to do it, step by step
- 1Test first: open the PDF and try to select a sentence with your cursor. If it highlights, you have real text and conversion will work well.
- 2If nothing highlights, it is a scan. Use OCR first, then convert.
