The only decision is bitrate, and speech needs far less of it than people give it.
MP3 remains the audio format that plays on everything, including car stereos and old hardware that has never heard of anything newer. Converting to it is what you do when compatibility matters more than fidelity.
The setting that matters is bitrate. For speech, 128 kbps is transparent and even 96 kbps mono is perfectly clear, which halves the file again.
